A fair gives you a name and a conversation. University Access gives you a dossier: the student's grades with the original document, English test, areas of study, destination countries, the note their counselor wrote about them, and the maximum tuition the family can commit to per year.
And the student sent it to you on purpose. They see only universities where they fit your published criteria, and they choose, one by one, which of those may see their profile. You read the dossier and reply from your own panel: an offer with the award and an application deadline, or a pass. Contact details are released only when the student accepts.
