Moroccan Student Mobility

A Comprehensive Report on Global Destinations and Programs

Executive Summary

Morocco has firmly established itself as a significant country of origin for internationally mobile students, demonstrating one of the highest outbound mobility rates in Africa. France remains the predominant destination, but a diversification of host countries is evident, with Germany, Spain, Canada, and the United Kingdom emerging as significant alternatives. This trend is supported by a variety of bilateral agreements and international programs, most notably the Erasmus+ scheme, which has significantly strengthened academic cooperation between Morocco and the European Union.

Overview of Moroccan Student Mobility

Morocco's commitment to education is reflected in its national budget, with over a quarter allocated to the sector, a policy that supports students pursuing higher education abroad. According to UNESCO, Morocco's outward student mobility rate is approximately 5.1%, the highest in Africa.

Indicator Value
Moroccan Students Abroad (2022) 74,289
Global Ranking as Source Country 18th (up from 21st in 2017)
Outward Mobility Rate 5.1% (highest in Africa)

Recent trends indicate a shift in mobility patterns, with students beginning their international education earlier, showing increased interest in foundation programs, pathway routes, and undergraduate studies. Morocco also positions itself as a regional academic hub in the MENA region, welcoming 22,000 international students in 2022.

Top Destination Countries

The destinations for Moroccan students are varied, though heavily concentrated in Europe, particularly in Francophone nations. Linguistic and historical ties play a crucial role in these choices, but there is a growing trend towards non-Francophone and non-European countries.

France: The Primary Destination

France is, by a significant margin, the leading destination. In the 2023–2024 academic year, 43,354 Moroccan students were enrolled in French higher education institutions, representing 10% of all international students in the country and making Moroccans the largest foreign student community.

Moroccan students in France are prominently represented in high-demand fields: 19% of all foreign students in engineering schools (6,035 students) and 13% in business schools (8,403 students). With 1,229 students, they are the fourth-largest group of foreign doctoral candidates.

Other Key Destinations

Country Number of Students Year/Source
France 43,354 2023–2024
Spain ~15,000 Moroccodemia
Germany 7,045–7,398 2022–2025
Canada ~2,000 Moroccodemia
United States 1,466 2021–2022
United Kingdom 1,460 2021–2022

Germany has seen a 54% increase in Moroccan students between 2020 and 2021, with free tuition at public universities as a major draw. Munich, Aachen, and Cologne are the most popular cities.

The United Kingdom is gaining popularity, reaching 1,460 Moroccan students in 2021–2022 — a 51% increase since 2014–2015. The establishment of British university campuses in Morocco, such as Coventry University's branch near Casablanca, supports this growth.

In the United States, the majority of Moroccan students are enrolled in doctoral universities (67.7%) and public institutions (54.5%), concentrated in New York, Massachusetts, California, Florida, and Illinois.

Mobility Programs and Scholarships

A wide array of programs and scholarships facilitates the international mobility of Moroccan students, offered by governments, international organizations, and universities.

Erasmus+ Programme

The Erasmus+ programme is a cornerstone of EU-Morocco academic cooperation. As an associated partner country, Morocco benefits from mobility opportunities for students and staff. The Erasmus Mundus Joint Masters (EMJM) are particularly prestigious — since 2015, over 180 Moroccan students have been awarded EMJM scholarships. The 2025 cohort included 23 Moroccan recipients studying in fields ranging from smart cities and climate change to political science and criminology.

Fulbright Program

The Moroccan-American Commission for Educational & Cultural Exchange (MACECE) administers the Fulbright Program in Morocco. It offers Master's scholarships for Moroccan post-licence students to study in the United States, with preference for candidates who have not previously had extensive experience in the U.S.

Other Notable Scholarship Programs

Conclusion: The mobility of Moroccan students is a robust and growing phenomenon, driven by strong government support, a desire for high-quality international education, and a wide range of available programs. While France remains the top destination due to strong historical and linguistic ties, there is a clear trend towards diversification, with Germany, Spain, the UK, and Canada becoming increasingly popular. The strong representation of Moroccan students in demanding fields like engineering and business underscores their academic caliber. Programs like Erasmus+ and Fulbright are instrumental in fostering this mobility, providing invaluable opportunities for academic and cultural exchange.
